I work for DISH and there is definitely some truth to these claims. DISH currently offers TV Everywhere which allows customers with the proper equipment to stream live and recorded TV to mobile devices such as smartphones(iOS and Android), iPads/tablets, laptops, and desktops, so it's only a matter of time before they get their newest technology, Blockbuster Movie Pass, available in the same way.
