I believe Android O was supposed to introduce a modular system where the software's customization was split from the core of the OS, which would have made it easier to keep user devices updated, but I guess only until Oreo becomes a big deal, would be still have a fragmentation issue. As for the notch...

This did introduce Project Treble in Oreo. Any new device that launches with Oreo is required to support it. Not many phones have launched with it though.
