The problem isn't the services, it's the inability to adjust to changes in the way the world works. I would view this as an opportunity to adjust the way the system works going forward with an eye towards correcting poor choices of the past. The problem with governments and the vast majority of companies is they're run by followers using outdated ideas that leave them afraid of their own shadows. A simple fix would be adjusting the hiring process and the reasons and ways promotions are handed out. Right now the most "high" level pieces of paper wins. But it's clear the people truly shaping our world lack that paperwork. It's time to adjust the current thinking in order to move society forward.
