Some people have a phone they already like on a network they already like on a plan they already like. The iTouch is much cheaper than an iPhone and definitely has its place for those who'd rather not be locked into an iPhone but want access to the iOS ecosystem.

Indeed. As of right now though our government is rolling out a nation broadband network which is supposed to give speeds up to 100mbps to 93% of the population; but data caps remain the same.
It's about an average of ~750KB(bytes)/s in Australia :(
We also get severe data caps and pay a lot for it.
