Why would make it upgrade-only?
Either A: The new lightboxes aren't ready but the headsets are, so why not make ca$h in the meantime.
B: Marketing forecasts show current customers are the milkiest not only purchasing the upgrade but also the full 2.0 next Summer when the wireless headset saves our souls.

Google engineers implemented a 'clean room' version specifically so they can update their platform for their own specific purposes. It's not 100% Java compatible and therefore would fail the compatibility tests. The files cited by this article have all been shown not to to be copied or were test cases used for testing compatibility and not meant to be shipped, and have subsequently been removed:
