now all they need is stealth shaping and jet engines, with submarine capability for a quick escape

I'm no expert but it looks like a very smart design, especially considering that they don't have the same technology that we do.

-Moves faster than a ship.
-Flies low to avoid long range radar.
-Doesn't get detected until it's within a few miles of a ship's radar or some lower looking land based radar.
-Lands on the ground or water.
-Extremely fuel efficient since it uses a propeller instead of a jet engine and it can ride a pressure wave flying close to the water/ground. The range is probably quite large and it can fly high enough to avoid large swells/waves. If it stays low to the water, it can maybe carry fairly large payloads (similar to Russian flying boats).
-Hard to see from the air because of the camouflage.
-I'm guessing that it would be very hard to shoot down since there's a very low heat signature and radar-guided missiles might have a problem with it being so low to the ground (although a plane's machine gun would take it out easily once spotted).
-Cheap to make. They could make so many of these that they'd be hard to track/stop.
-Could be refueled easily from a ship or larger version of the plane.
-Relatively quiet compared to a jet.

Only downside I see is that it's slow and if it's spotted by a fast moving plane, it could be easily shot down with guns. I'm sure they could have incorporated more technology into this, considering their missile and nuclear projects, but they decided to go with this for a certain reason. Hopefully our military/allies don't underestimate this new craft. "...armed with a machine gun and carries surveillance cameras..." - That's probably not all it's designed to carry! With Venezuela being a close ally to Iran, let's hope their technology doesn't end up on this side of the world.

So now I know where their millions of dollars of military funding are going, to junk like this!
