I don't understand why spoofing is allowed, period. There's no way that the spoofing can escape detection all the way along the infrastructure. Somebody with authority and control, somewhere along the line, will know that a call coming in from Arizona didn't originate from a Virginia area code. So if it's happening at all, it's with the implicit consent of the telecoms.
