The Action Center icon is located on the system tray and you can open the utility by clicking on it once. You can also open it via the WinKey + A keyboard shortcut if you want. The Action Center has a list of all the notifications that you have received from the moment you turned your PC on so that you can instantly view anything you may have missed.
And, for once, some of what it can do looks genuinely useful.
