Why do you think every couple of years there are talks of spinning the Xbox console division off? It's definitely not because it makes up the bulk of Microsofts revenue. In fact the operating cost outstrip what Microsoft makes through Xbox Live alone, and is probably why they have limited resources when it comes to funding built from the ground up 1st party studio's.
The investors are looking more at fast returns on their investments as opposed to a wait and see approach. I also think Project Scorpio is likely a product of not only Microsoft as a company but its investors trying to mitigate the damage already suffered, and it probably won't be a favorable outcome for the Xbox division if it doesn't produce the desired effects that the investors are looking for.

Microsoft's Vision to have a PC in everyone's house was pretty much obtained.
What Microsoft did not really account for is Nintendo & Sony carving out a large enough slice of market share outside of PC market where it was starting to gather what was only at one time PC developers that made at one time PC only game's, to now invest in production of Game's that were now also going to game console's.
1)Outside of just the PC market.
2)Did not rely on a Microsoft Windows OS Eco system powering the platform requirements for to play the game.
3)And the Market was at the Time by having no presence in the game console market excluded Microsoft haveing any real play into the game console market yet other than media center PC's..which were PC's
Microsoft's one Exclusive to getting pretty much all 3rd party PC software Being made for Windows OS only was its main exclusive all new games really only launched on only Windows OS..due to near monopoly on an Operating system level status..now game consoles provided computer entertainment with out a Windows OS Tax!
Sony was not developing the PlayStation as a PC..they were there making a entertainment Computer for the Living room.
