Ban on in-flight calling proposed because people talking is annoying

I just want to ask two questions from you i.e.

1. Why can't individual airlines have their own advertised policies?

2. Does this really need to be legislated?

I'd be ok if they offered everyone state-of-the-art noise cancelling headphones.
