I'm assuming they mean having drones or remote controlled robots viewed via VR headsets.
While it's important to get humans out there in space suits, it will be a lot easier and safer to have a remote controlled robot doing SOME jobs.

I rather put on some glasses that make my brain think I'm there than to take the risk of getting on a rocket full of fuel and fly to a place not meant for humans.
