That was an assumption made by the original article and this article. Although initially stated as a fact in this article, the follow up paragraphs specifically note it as a possibility but not necessarily proven.

Essentially, this is a click-bait title with details that are counter-intuitive to the title hidden in technical jargon.

Googles response is just to keep people from freaking out.

People are paranoid.
