Microsoft's strategy to give Windows 8.1 for free to OEMs for use on smaller tablets seems to be working. We've all read reports about $99 Windows 8.1 tablets on the market, but today Micro Center is advertising a WinBook 7-inch Tablet (in Black) for as low as $59.99 (in-store only).
