It's likely a new phishing scam, in which a thief creates a fake portal that asks for people's private information and then steals it. (Netflix recently faced a similar issue.)
But you can still go back to the old layout if you prefer.
Overall, this looks like a decent UI update for people that use multiple Google services.
Spam runs rampant on Gmail, but you have options.
Think smart and then only proceed further.
