How about nobody? Why can't ICANN simply remain a politically-neutral non-profit entity dedicated to ensuring maximisation of network stability and organisational effectiveness?
As much as the authoritarians in Beijing and Moscow want to get their hands over the world internet nucleus, I doubt an independent ICANN would ever opt to relocate to fall under their laws.
