Sure it does. It's essentially cheating. It uses lower-resolution graphics to begin with, then upscales and details them procedurally in the silicon. It creates something objectively worse than pushing all the pixels along the pipe in the first place, but hopefully the viewer won't notice. This process is an immensely more sophisticated cousin of upscaling filters in 16-bit-console emulators.
